I am please to provide a reference for Jon-Michael (Clay) Brook. I serve as the technical director for a part of Raytheon we call Secure Networks, a $200M business unit of about 350 employees. As tech director I am the senior engineer responsible for setting the technology strategies and leading architecture development of major new contracts. Over the past three years I had the pleasure of working with Clay on the Navy Marine Corps Intranet (NMCI) contract, and on several R&D and university relations projects where I have seen Clay grow and excel as an engineer and a leader.

Clay led design projects for me on NMCI where he and his team created architectures, evaluated products, and implemented complex security systems. Clay was consistently creative and thorough in his engineering and communicated well and frequently with a team and management that was spread out across the country. He developed a strong rapport with immediate customers and end users that was critical to overcoming some challenging problems in balancing security and system performance.

In his research and development role, Clay led a project that examined advanced intrusion detection techniques and methods that would allow them to scale to thousands of monitoring points. He gave many professional demonstrations of the integrated IDS system to customers and leadership from around our company, and helped influence the development of new commercial products by our vendor-partners. He successfully involved our company's HRL research labs; his project went beyond expectations, and Clay received a corporate "Excellence in Technology" award for his work.

Clay worked as an engineering liaison to two universities, where he mentored and guided graduate and undergrad students whose research we sponsor. Clay took the extra effort to keep current professionally and shared his knowledge with other engineers through informal lunchtime classes that helped our organization build a large staff of 'CISSPs'.
Clay's technical knowledge, inter-personal skills, leadership, and constant enthusiasm made him a most valuable engineering asset to our organization and earned my respect and endorsement.
